剧情梗概：
世界由高度发达的网络（软件）和作为其现实载体的超构造体（硬件）所构成。本该是得益于科技繁荣发展的人类却由于一场灾难丧失了连接网络的资格和能力（相当于公民权）。没有了支配者的AI依据管理规定开始排斥失去了网络连接资格的人类。而忘却了曾经的繁荣的人们，只能在管理系统的阴影下苟且偷生。本作的舞台就被设定在这样一个人类日渐衰亡的世界。自从NOISE未来被埋葬已经过去了3000年。（NOISE3000年后BLAME!故事发生，NOISE可能距现代500年。BLAME!发生时间5500-6000年)无数的建设机器大军（建设者）是人类文明消失后留下来的遗物。没有外部控制命令的干预下，建设机器永不停息的建设，建设机器分解了地球和月球。在太阳系范围内构建起错综复杂由钢和混泥土分层的超级建筑群。不知什么原因，在这种生存环境下，硅素生物得以繁荣存在。硅素生物全体都有共同的目标：入侵网络球和根除所有有机物。科学家西波回收的数据盘（球）是我们最后的武器。球里存储的信息可能让人类重新恢复对世界的控制权。
