南宋端平元年，山洪暴发。山间一座荒冢被山水冲塌，坦露出一具佩戴着一枚前皇太子玉佩的无名尸骨，案情震动朝野；被百姓称为“独臂青天”的湖州知府曹墨，被御史王儒璋以五十万专银失踪而问以重罪，而曹墨明知被冤却不作申辩，贪银案另有蹊跷；经宋提刑验骨推断，尸骨身份被渐渐引向十八年前死于意外大火的前太子赵泱。而据皇室记载，赵泱当年遇难之后，明明是由宰相石开元亲自去湖州验明正身，并迎回皇陵下葬。为查明真相，宋提刑押上宋氏一家老少的性命，在皇陵动土开棺，果然验出惊天秘事——济王墓内的白骨，竟是一具怀胎十月的女尸！曹墨突然向王儒璋举报，侵吞五十万专银的正是户部侍郎李佑淳。可就在王御史赶到李府的当天，李佑淳却已割喉自杀；宋提刑到现场检验，确证李佑淳并非自杀，而是死于同僚的谋杀。宋提刑经过缜密的推理，发现了专银案和尸骨案有着必然的联系。为了寻找线索，英姑请命去湖州造访曹墨。不料当天湖州又发生一桩谋杀案：被害的虽然是宋嫂的丈夫，但种种迹象表明，凶手真正要杀的是隔壁的中风告老知府姜汝成。英姑顺藤摸瓜，揭露出本案真正的幕后指使者。而曹墨道出的一番肺腑之言，却令英姑震惊不已。英姑回京后雪藏了湖州命案的证据和已经苏醒的证人姜汝成，想以此让宋慈知难而退。谁料宋提刑在史官裴时安的帮助下，却又有了新的发现：收藏在重兵把守的天章阁的先帝遗诏竟然被盗。这一发现使所有的线索都指向一个人——圣上。根据李佑淳生前留下的线索，王儒璋微服私访，又得到一条重要线索：户部尚书伍德正是当年一手策划矫诏另立的已故宰相石开元之子。而此时，一直借着中风失语之症而不吐一字的姜汝成，也终于在临终前向宋提刑道出了当年所谓济王遇难的真相，至此，整个案情昭然若揭。可就在全案真相大白的前夕，皇城潮鸣寺又发生一桩更为恐怖的血案：前太子太傅之子阚必昌和来自天台山净佛寺的昭明大师双双被害。而据寺中一空小师傅所言，案发夜，先后有三拨人马偷来寺中，而这三拨人都具备谋杀的动机和时机。宋提刑剥茧抽丝，缜密推理，终于以令人瞠目结舌的现场检验和无可辩驳的逻辑推理，揭开了全案的真相。南宋端平元年的一场朝政危机，也随着案情的真相大白而得以化解。
