剧情梗概：
战国时代，赵国小城潞邑的城主剧葱大人（王学圻饰）在祭司（王姬饰）的主持下，举行了与佳人骊（范冰冰饰）大婚之礼。此时，突然传来秦国大军压境，逼近长平的消息，剧葱达人只得率兵奔赴前线。结果，长平之战，赵国全军覆没。　　战后，身为秦国锐士的暇（黄觉饰）为回乡割麦所以临阵脱逃，却在半路碰到了贪生怕死的辄（杜家毅饰）。两人为了躲避秦王诛杀令，阴差阳错闯进了潞邑。为了活命，他们只得假冒赵国的士兵，并编造了赵国战胜秦国的誓言。骊和祭司聆听着他们的讲述，一方面对胜利的结果感到心安，另一方面却觉得此事另有蹊跷。大嘴巴的侍女不断把谎言的片段传播出去，全城的女人都为之动容，她们期待着自己男人的归来。然而，却等来了无恶不作的强盗（王志文饰）……
