剧情梗概：
汉武帝刘彻，少年登基，胸怀大志，他改变文景以来黄老之学的无为而治，自号武帝。并下旨求贤，破格用真才实学的人才。　　山东奇人东方朔，精通文史，奇智多谋，应召而来，毛遂自荐。他献上的两车竹简兼论文武，提出治国、外交、安边等完整建议，使汉武帝刮目相看。　　然而，东方朔却始终不见被大用。汉武帝对他似乎视若不见。既不提拔，也不放他外任。只是把他留在自己身边，朝夕相见。　　东方朔壮志难酬，长才难展，又百思不得其解。故意以滑稽风趣讥评朝政，不昔触犯武帝逆鳞。武帝个性坚强，御下甚严，但对东方朔却偏偏网开一面，一笑置之。　　这一对君臣就在这种奇妙的关系中，相处了十几年。　　其间，东方朔以自己独特的方式帮助汉武帝清除了乱政的后宫势力，打击了分裂的诸侯，决定了交好西域的方针，改变了和亲的政策，以至做出抵御匈奴的重大决定。　　汉武帝把东方朔当做取之不尽的智囊，把他的二十万言书做为医国秘方。但仍是不提升、不重用。用其策而不用其人。这使东方朔陷入痛苦和快意的矛盾之中。他知道，汉武帝每一次胜利都有他的心血在内，然而他只能隐于幕后，无法展示雄才。　　东方朔索性以滑稽面世，嘻笑怒骂，皆成文章。与庞然大物的权臣一争是非，与高高在上的皇帝也要开开玩笑。想不到这样一来，汉武帝也索性将他列入弄臣，当作笑料。他笑在脸上，苦在心里。　　随着战胜匈奴的胜利，汉武帝自我膨胀，下令扫穴犁庭，扩疆辟土。无尽的战争给人民带来沉重的负担。而东方朔的劝谏已成逆耳之言，汉武帝再也听不进去了。　　东方朔反省自己：正是他年青时千古一帝的理想与汉武帝吻合，才会言听计从;而他成熟的思考却不被汉武帝所接受了。目前天下百姓的苦难，始做俑者也有自己！　　北方战争至为残酷。匈奴北遁，名将霍去病也在最后一仗中战死。这并没有使汉武帝醒悟，却让东方朔做出决定他悄然离开了这个曾使他布满希望又最后失望的辉煌朝廷
