剧情梗概：
美国独立日庆典前夕，由于一起诬告案件而不被上司信任的港湾警察尼可（迈克尔·瑞利·伯克MichaelReillyBurke饰）和马上要调任的队友沃尔特奉命调查发生在纽约市东河港口的俄罗斯游客被杀案，在寻访目击者之后居然得到了两名受害人是被一只巨型章鱼拖入河中的消息。与此同时，东河上船只无故起火爆炸，引发多人死亡，一时间“东河杀手”传闻四起。两人在一次潜水调查过程中遭遇了那只目击者口中所述的巨型章鱼，虽然两个人奋起抵抗，但最终沃尔特还是不幸被章鱼吞下。当尼可把整件事汇报给上司时，并没有得到上司和同事们的信任，而且命令他停止调查此事。尼可陷入了重重困境，梦中章鱼在独立日庆典上引发了巨大灾难。为了实现保护市民安全的使命，在尼可的不懈努力之下，终于得到了市长女秘书瑞秋（MeredithMorton莫迪丝·莫顿饰）的帮助。时间推进到独立日庆典当晚，一边烟火升腾的东河之下杀机四伏，另一边瑞秋带领的参加庆典活动的12名外国孩子被困遭章鱼破坏的隧道之中……
