剧情梗概：
相传烈火珍珠旗为大宋镇国神器，宋太祖赵匡胤即借此旗之助，打败群雄，平定天下。惜后蜀女子花蕊夫人（南红饰）将珍珠旗盗走，同葬深谷，不知所踪。数十年后，杨宗保（徐少强饰）自边关回京，赶赴佘太君（李香琴饰）百岁寿诞途中，遇一老汉被人追杀，声称拾获烈火珍珠旗，欲献当今圣上，杨宗保出手相救，并带同回朝引见仁宗（潘志文饰），不料卷入一场精心策划的阴谋中，多亏包青天清明断案，方使杨家百馀口的冤屈平反，并使祸首英王伏诛。术数大师顾秀全（甘山饰）算出大宋适逢竹罗三限，贪狼七杀破军三星齐聚，将不利于宋室。野心勃勃的襄阳王（王戎饰）在顾秀全去世后，将其孙女小怜（万绮雯饰）以及顾秀全生前收留的苦儿（吕颂贤饰）软禁于王府中，欲借小怜之助，参透骨髓赋内含的天机。后经天波府及开封府之助，小怜和苦儿始脱离襄阳王的魔掌。狄青（刘松仁饰）素慕杨家忠义，为替杨文广（李润祺饰）报杀妻之仇，被判入神虎营为军，结识洗衣女彩霞（杨玉梅饰），不料彩霞又被朝廷召回，回复朝阳郡主身份，并奉命和番。和番途中，郡主遭襄阳王手下林云污辱，并嫁祸狄青。最后真相大白，原来狄青为狄太后之侄，故受封安乐侯，并奉命出使西夏结盟。苦儿失手伤了杨文广，于是小怜带同苦儿离开天波府，四处流浪，并寻访苦儿身世。遇一西夏女子杜秋娘（王薇饰），原来苦儿乃西夏国王李元昊，因残暴好战，为其妹望月公主（杨玉梅饰）所推翻，于叛乱行动中失足坠下山崖，因而丧失记忆。恢复记忆之后的李元昊，为夺回王位，杀人无数，小怜屡劝无效，伤心离去。李元昊夺回王位后，得来投的襄阳王之助，并辗转获得珍珠旗，欲兴兵夺取大宋江山，小怜为助杨家将，再度回到李元昊身边，盗取珍珠旗，放走杨宗保，并教其破李元昊之法。李元昊最后众叛亲离，并在眼见小怜自尽于自己剑下之后，神智昏乱，再度回到苦儿的身份，抱著小怜的尸身，双双死在金雪山上。杨宗保与狄青等人带著珍珠旗与西夏议和国书回到大宋，不料仁宗疑忌功臣，反将杨家降罪，最后杨家离开天波府，隐居于太行山中。
